ABU DHABI, 18th May, 2020 (WAM) — In the interest of community safety and preventive measures to enhance a safe road environment, the Ministry of Interior decided to update Article (1) of Ministerial Resolution No. (130) of 1997 AD and the executive regulations of Federal Law No. (21) of (1995) amending Some provisions of Ministerial Resolution No. (178) of (2017) to include, in addition to other important points, points that enhance traffic safety during emergencies, the flow of valleys, rainfall, and a number of violations related to these preventive measures.
These amendments aim to enhance the efforts of the concerned authorities legally and institutionally, and their preventive measures taken in times of emergency, crisis, disaster, and the repercussions resulting from heavy rains and weather fluctuations. The additions to the articles of the law came to enhance these procedures and stress the importance of following instructions and safety requirements.
Brigadier General Engineer Hussain Al Harthy, Chairman of the Federal Traffic Council, said that efforts are continuing to enhance the successes of the United Arab Emirates and the vision of its wise leadership to be the best, safest and most secure place in the world.
He explained that the amendments included adding articles such as not gathering near running valleys and dams during rain, not entering valleys during flow, regardless of the level of danger, and not causing hindrance to the competent authorities from carrying out their work regarding organizing traffic, traffic, ambulance and rescue during emergencies, disasters and crises, rain and flow of valleys. In addition to the addition of related violations.
These amendments came in addition to the important and basic articles in the law that urge road users, including vehicle drivers and pedestrians, to commit themselves to exercise the utmost care and caution, not to endanger their lives or the lives of others, to follow traffic rules and etiquette, its signs and signs, to implement the instructions of the policemen, to pass in their lane, and to implement the instructions of the men Police, traffic, civil defense, and employees of emergency, disaster, and crisis agencies in emergencies, disasters, and crises, and not to harm, hinder, or harass others more than circumstances require and do not allow to be avoided.
With regard to the new violations, Al-Harthy explained that new violations have been added to the table attached to Ministerial Resolution No. (178) of 2017 related to the preventive measures mentioned in the decision, which relate to safe behavior in times of emergency and severe weather conditions, as Article (113) stipulates that the violation of “gathering near places of valleys And floods and dams during rainy weather” is a fine of (1000) one thousand dirhams and (6) traffic points added to the driver’s file. Article (114) stipulates that the violation of “entering valleys while they are flowing, whatever the level of severity” is (2000) two thousand dirhams and (23) ) a traffic point in addition to confiscating the vehicle for a period of (60) days, while Article No. (117) stipulates that the violation of “obstructing the competent authorities from carrying out their work regarding the regulation of traffic, traffic, ambulance and rescue during emergencies, disasters, crises, rains and flowing valleys” is a fine (1000). One thousand dirhams and (4) traffic points, in addition to impounding the vehicle for a period of (60) days.
