– The most prominent issues that will be raised at the national dialogue table during Thursday’s session?

Two sessions will be held in the societal axis, the first on the cohesion of the Egyptian family, and the other on culture and building the Egyptian identity, which are considered among the most important files of the societal axis, as the cohesion of the Egyptian family and the preservation of the Egyptian identity are two essential files in building the ideal state of societies, and they are the two wings of development for any nation.

Do you think that the electoral law needs to be amended?

The way the committees work is organized by the National Dialogue Board of Trustees by inviting a number of people with different political opinions in a balanced manner, as well as experts, so that the number of participants in each session is not less than 30, and we have basic challenges that must be overcome, including the need for all citizens to participate in the electoral process. – What is the best system to reach an electoral plurality? List relative or absolute or individual?

Every system has its flaws and advantages, and there is no perfect system, and the issue of elections for the House of Representatives and Senate is a controversial issue. There are parties that believe that the absolute and individual list system is the best, and some want the proportional list system, and others see the individual system, as they see it as the most appropriate and optimal for the Egyptian people. So far, we have not reached a final formula to resolve this issue.

As the head of the General Federation of NGOs, what are the most prominent problems facing the file of civil society? What was offered to you in the national dialogue?

We will seek to remove all obstacles facing civil work in general, and develop proposals for amending some articles of Law No. 149 of 2019, which is the law regulating civil work. At the forefront of the ideas is an amendment to Article 17 regarding exemptions and benefits provided to civil associations.

And we will make sure that the new amendments to the law come with the aim of easing the burdens on civil associations, allowing them to support small and medium projects to provide job opportunities for young people and women who are breadwinners, as well as amending the rules for the support fund for civil associations, and amending the elderly law, from which 7 million citizens who have reached the age of retirement suffer. And those who suffer a lot because they receive very small amounts, and they need more support.

-Currently, amendments to the Code of Criminal Procedure are being drafted, including pretrial detention? How will the parliament and the national dialogue coordinate on this issue?

The National Dialogue will submit recommendations, proposals, and all amendments that will be introduced to the Code of Criminal Procedure to the President of the Republic to take what he deems appropriate, whether proposals for draft laws, policies, or decisions, and then send them to the House of Representatives.

In addition, what the dialogue will conclude will be binding on the executive authority, which has the right to refer any draft laws to Parliament, and thus translate the results into reality, which is the responsibility of the executive authority.

-Your suggestions in the file of remand?

I have no new suggestions regarding this file, and we are now awaiting proposals from all parties and political leaders regarding it.

What is the importance of the resumption of local elections for citizens? How will it reflect on the idea of ​​governance and transparency?
